Victims' Commissioner launches survey on experiences of the parole process for victims

Victims' Commissioner Baroness Newlove said:

“You will be aware of the case of John Worboys, the cab driver serving a sentence for sexual assaults and whose release decision has caused great controversy. 

The case has highlighted a number of issues about the parole process and the operation of the Victim Contact Scheme. In response, on 19 January, the Justice Secretary announced a review of how effectively the parole process involves victims, how transparent the process should be and whether the victim contact scheme is supporting victims in the way that it should.   The review will also consider the law, policy, guidance and practice relating to challenges to Parole Board decision making.

It is important that victims’ voices are heard in this review. Ministers have asked me to lead in carrying out national engagement with victims. We are today launching a victim survey asking for feedback from victims of how the parole process and Victim Contact Scheme might be more open, and better support them to cope and recover from their crimes.  

The survey is open to all victims, but I would particularly welcome the views of victims who have experienced the Victim Contact Scheme and/or the parole process. Their first-hand experiences and observations will be so valuable. I am also interested in hearing from victims who were invited to join the Victim Contact Scheme but decided not to do so and from those who were not eligible for the Scheme but would like to provide me with their views on the transparency of the process

Given that the Review is intended to be completed by Easter, we are having to work to a very tight timetable. The survey will close on 14th March 2018.  It is therefore important that it is brought to the attention of victims as quickly as possible so that they have the opportunity to have their voices heard.”
